SEO for Social Media?

With the apparent third coming of the tech bubble, and Kevin Rose's sellout (errr i mean selling) of Digg.com, I've started to see odd websites popping up that are sort of a conundrum to me. Case in point, 10e20.com. I'm not entirely sure what they're trying to sell. Is it SEO for my myspace profile? Is it PPC campaigns? Is social media marketing a valid business model?
With a bit more investigation and reading through of 10e20.com it appears that it is a marketing firm based on social media marketing & networking and pay per click advertising. While this is nothing new, I find it odd to base an entire company around manipulating social media sites. You could most likely do all of the same things yourself and generate as much buzz as paying someone to do it for you. However, having a pre-built social media network all set up and ready to promote to is a nice feature to have if you're looking to get your brand out there instantly.
Their website also offers web design and SEO, but does this constitute enough value for you to use their system? With web 2.0 companies popping up all over the place and social media marketing networks coming in every flavor, when will it all blow up and back to square one we go. Google is hinting at including stumble and diggs into search engine results, but who is to say they are the best networks?
